For free hosting, the best I have found is Host2x.com. They have a very good free package and a $1/month package that is double the free package. It's very user friendly, instant activation, and a lot of features in both packages. There will be some downtime for a planned upgrade on Sunday night (December 6th, 2009) but after that there shouldn't be any.
